BIMINAM HEALTHCARE WORKSTREAM MEETING, 04-02-2026
Golden Thread, Asset Information & Benefits Realisation
Date: 4 February 2026
Purpose of the Session
This meeting formed part of the BIMinAM sector-specific workstreams (Education, Residential, Healthcare), focusing on how the Golden Thread can be made practical, auditable, and valuable in complex healthcare environments. The core aim was to move beyond compliance rhetoric and define clear activities, responsibilities, and benefits that resonate with senior management, regulators, funders, and operators.
Key Drivers & Risks
- Only 8% of attendees felt they received complete Regulation 38 information, despite it being a legal requirement.
- Low confidence in the accuracy of O&M data and fire/emergency files.
- A widespread belief that senior leadership underestimates personal and organisational liability under the Building Safety Act.
- Increasing regulatory enforcement is expected to lead to delays, fines, and prosecutions where information is missing or unverifiable.
Golden Thread Framing
The Golden Thread was consistently described as:
- Electronic, continuous, non-siloed, and transferable across ownership.
- A “DNA” of information linking planning → creation → operation.
- Focused on why information is needed, who owns it, who uses it, and what benefit or risk reduction it delivers.
Rather than treating compliance as the end goal, the group emphasised risk reduction, operational resilience, cost avoidance, and service continuity.
Healthcare-Specific Complexity
Healthcare estates were highlighted as uniquely complex due to:
- Multiple overlapping organisations (NHS Trusts, SPVs, FM providers, clinical teams).
- Constant change in room use, service demand, and clinical priorities.
- High financial and safety impacts of asset failure (e.g. an air-handling unit outage shutting down an operating theatre, costing ~£5k/day).
Across all discussions, spaces and assets emerged as the common denominator linking:
- Statutory compliance
- Operational maintenance
- Clinical service delivery
- Energy, BMS, IT, and infrastructure systems
Room Data Sheets (RDS) as a Critical Anchor
Room Data Sheets were identified as a key Golden Thread artefact in healthcare:
- They define functional, environmental, fire, accessibility, and servicing requirements for each space.
- Under PFI, they directly underpin financial payments and lifecycle obligations.
- When made machine-readable, RDS data can connect spatial models, asset data, 360 imagery, and responsibilities.
Failure to maintain RDS accuracy leads directly to unclear ownership, financial exposure, and service disruption.
Asset Ownership & PFI Risk
Strong emphasis was placed on:
- Clear differentiation between who owns, maintains, and replaces assets (e.g. Group 1–4 assets in PFI hospitals).
- The financial risk of unmanaged assets (e.g. tens of millions of pounds of “minor” items like chairs at handback).
- The need for continuous verification, not static handover.
Data Structure & Systems
Recurring themes included:
- Treating spaces/locations as asset containers, rather than managing assets in disconnected system silos.
- Poor alignment between design data, construction handover, CAFM/CMMS systems, and operational use.
- Over-complex legacy systems being under-used, while still blocking integration and automation.
- The need for semantic schemas that support different views (fire, clinical, FM, financial) from the same core data.
From Benefits to Tasks (Next Phase)
The group agreed to work backwards from benefits, defining:
- Financial, strategic, and operational benefits of the Golden Thread.
- The specific tasks required to achieve those benefits.
- Clear roles and responsibilities (RACI) for each task.
An online task-based platform (rather than static spreadsheets) will be used to capture and coordinate contributions.
Agreed Next Steps
- Distribute the benefits/tasks framework to all participants.
- Collect structured input over the following week.
- Roundtable review at the 18 February meeting to validate tasks, responsibilities, and outcomes.
- Continue engagement with NHS, PFI, FM, and regulatory stakeholders to ensure real-world applicability.
Overall Outcome
There was strong alignment that better-structured information around spaces and assets is foundational to improving healthcare safety, resilience, utilisation, and cost control. The Healthcare Workstream is well placed to demonstrate the real operational and financial value of the Golden Thread, not just regulatory compliance.
